AD CS vs Smallstep PKI ROI Calculator

The true annual cost of running Microsoft AD CS with SCEP — infrastructure, labor, outages and risk.

Model your environment

Active Directory Certificate Services has no license fee, so its real cost never lands on a budget line. Set these to match your environment and the model prices what running it actually costs.

Real-world reference · Stryker, March 2026

What would one day of management-plane disruption cost you?

On March 11, 2026, an attacker used one compromised admin credential to log into Stryker's own Microsoft Intune console and issue a mass remote wipe. No malware. No exploit. Tens of thousands of devices across 79 countries, taken out by the management tooling Stryker's IT team uses every day. Surgeries were delayed, hospitals couldn't order equipment, and Stryker filed an SEC 8-K without disclosing what it cost.

annual revenue ÷ 365 × % of revenue operations affected × days of disruption

Estimated revenue exposure

$2.74M

Note what the vector wasn't: no AD CS zero-day, no certificate exploit, no malware. The console validated a valid credential and had no way to prove which physical device the session was coming from. Hardware-bound credentials issued through ACME device attestation can't be exported or replayed.

Revenue exposure, not confirmed loss — the point is scale. Defaults mirror the Stryker window: ordering, manufacturing and shipping affected, still restoring on day 8.

Why breach exposure belongs in this model

Credential abuse is the escalation layer AD CS abuse lives in. Seven sources sit behind that line of the model.

One compromised admin credential, used through Stryker's own Microsoft Intune console, wiped tens of thousands of devices across 79 countries. No malware was deployed and no software vulnerability was exploited; reporting indicates MFA was not consistently enforced on the account and multi-admin approval was not enabled. Surgeries were delayed and hospitals could not order equipment. Stryker filed an SEC 8-K; Reuters reported the financial impact undisclosed. That absence is why the model above prices exposure from your own revenue rather than borrowing a headline number.

Vulnerability exploitation is now the #1 initial access vector (31%) — but credential abuse still appears in 39% of all breaches across the full attack chain: attackers get in, then pivot to credential dumping, privilege escalation, and lateral movement. That escalation layer is where AD CS abuse lives, and it is what this line prices — not patching. Ransomware appeared in 48% of breaches, and 73% of ransomware victims had an infostealer or credential-leak event in the prior year.

Credential stealers rose as a share of malware observed in frontline investigations, and Mandiant's leading recommendation is continuous identity verification with strict least privilege. Hardware-bound, non-exportable device credentials directly counter the stolen-credential reuse chain.

AD CS attacks rarely need zero-days or malware: adversaries misuse native certificate issuance to impersonate privileged accounts and persist. Unit 42 reports these weaknesses are actively exploited by both ransomware groups and state-sponsored actors.

The foundational research on AD CS abuse. It identified eight privilege-escalation categories; the catalogue has since grown to 17 distinct ESC techniques, with open-source tooling (Certipy) automating their discovery and exploitation.

Misconfigurations can hand effectively any domain user a path to domain admin: "we regularly find at least one AD CS issue in customer engagements."

US average breach cost reached a record $10.22M (global: $4.44M). The breach line is amortized — cost × annual probability × a conservative identity-attributable share — not a claim that every breach traces to ADCS. FBI IC3 loss totals run far lower because, per the FBI's own disclaimer, they exclude lost business, remediation costs, and unreported amounts.

Sources & assumptions — IBM Cost of a Data Breach Report 2025: US avg $10.22M, global avg $4.44M. Verizon DBIR 2026: credential abuse in 39% of breaches full-chain (vuln exploitation leads initial access at 31% — this model prices the escalation layer, not patching); ransomware in 48% of breaches; 73% of ransomware victims had a prior infostealer/credential-leak event. Mandiant M-Trends 2026: continuous identity verification is a frontline recommendation. Outage model: service-cert outages (real downtime) scale with sites at Keyfactor's ~3.79 hr recovery × a conservative $50,000/hr default (literature cites >$300K/hr; Ponemon ~$11.1M avg incident impact); device-cert failures priced as helpdesk re-enrollment, not downtime.
